Although it's simple to correct for astigmatism with contact lenses, it's not as simple to maintain the correction. Unlike a normal cornea, an astigmatic cornea isn't perfectly spherical. A toric lens needs to stay in one position to be effective, but the lens is subject to moving every time you blink. And if a toric lens rotates or moves to one side, your vision becomes distorted.

And even though the tint covers the lens, it's so light that it doesn't color what you see. These types of contacts are usually called enhancement lenses and are normally made for light eye colors.

The other type of colored toric contact lenses have a non-transparent layer of tint designed to change your eye color. These contacts, called opaques, have a solid ring of color which completely covers your iris. However, the center of the lens over your pupil is clear, so you vision is unaffected.
